How autonomous weapons target and kill without human intervention
A lethal autonomous weapon (LAW) executes a complete ” observe–orient–decide–act ” loop with very low latency. Militarily, the challenge is simple: reduce the time between detection and engagement to strike before the target moves, camouflages itself, or jams. Technically, this requires a modular architecture, where each step produces quantified outputs (uncertainty, threat score) that can be used by the next step.
Onboard sensors for perception and measurement
Sensors do not “see”: they measure physical signals.
- Visible optics (EO): provides rich images for recognizing shapes and details (silhouette, equipment) . Limitations: night, smoke, backlighting.
- Infrared (IR/thermal): detects thermal emissions (hot engine, body, exhaust). Advantage: nighttime. Limitations: false positives (civilian sources), weather, thermal masking.

Machine learning and lethal decision-making
At the heart of lethal autonomous weapons (LAWs) is an AI chain that transforms signals (images, IR, radar, radio frequencies) into probabilities, then these probabilities into engagement decisions. Technically, this is not a “will”: it is optimization under constraints, executed with low latency, often in a jammed environment.
Embedded AI: from pattern recognition to action
An LAW typically incorporates several models:
- Perception: neural networks to detect and segment objects (vehicles, silhouettes, antennas, launchers).
- Classification: assignment of classes (“tank,” “truck,” “radar “) with a confidence score.
- State estimation: speed, heading, probable intent (e.g., logistics convoy vs. firing maneuver), via multi-target tracking.
- Decision: an action selection module (fire, pursue, wait, disengage) based on a military objective.
Militarily, the goal is to achieve a faster observe–orient–decide–act loop than the adversary. But each acceleration reduces the time available for human analysis.
Optimizing a given objective: what the algorithm really “wants”
Typical objectives are formulated in measurable, not moral, terms:
- Eliminate an identified armored vehicle

Swarm systems: saturation, coordination, and doctrinal rupture
A swarm is a group of autonomous drones or robots that cooperate via local rules and data exchanges to produce a collective effect. The logic is not to create a “super-drone,” but to achieve mass, redundancy, and the ability to adapt in the face of losses. In the attached document, the category “Swarm Systems” is explicitly associated with missions of saturation, jamming, and distributed reconnaissance.
# Saturation attacks: winning through numbers and delay
Militarily, saturation aims to exceed the detection, decision-making, and interception capabilities of the opposing defense.
- Sensor saturation: multiplying radar/IR/optical tracks to force the opponent to sort through them in a hurry.
- Effectors saturation: exceed the stock and firing rate (missiles, cannons, lasers) by sending more simultaneous threats than the enemy can engage.
- Temporal saturation: wave attacks (scouts, decoys, then ammunition) to trigger premature firing and exhaust ammunition.
Scientifically, the advantage comes from a simple law: if a defense can neutralize k targets per minute, a swarm sized beyond k mechanically creates “leakage” that reaches the target.
Network coordination: from central C2 to resilient “mesh”
A swarm works thanks to a communications architecture adapted to jamming:
- Mesh network: each drone can relay data from the others. The loss of a few nodes does not interrupt the mission.

- Synchronization and consensus: drones share positions, detected tracks, and constraints (fuel, payload, risk) to converge on a common plan.

Distributed reconnaissance: widening the eye and reducing the blind spot
Distributed recognition is based on the “fusion” of observations taken from different viewpoints:
- Triangulation: several drones observe the same object from different angles, improving location and limiting decoys.
- Persistent tracks: one drone follows, another records, a third confirms. The group maintains continuity despite losses.
- Tactical mapping: each drone updates a shared map (obstacles, threats, safe corridors), useful in urban environments.
Collective electronic jamming: blinding and deafening the defense
A swarm can combine strike drones and electronic warfare drones:
- GNSS jamming (degrading enemy positioning).
- Link jamming (disrupting C2, video transmissions, relays).
- Decoys and false signatures: multiplication of “targets” to saturate radars or mislead identification.

Low-cost FPV drones, operating in groups, can:
- approach at low altitude to limit detection,
- attack from multiple angles to bypass defenses,
- transmit live to a remote operator or relay,
- strike vulnerable points (optics, tracks, external ammunition).
The doctrinal break is clear: the attack becomes consumable, distributed, and tolerant of losses. The swarm does not seek individual perfection; it seeks the overall probability of success, achieved through mass, redundancy, and coordinated jamming.

The human role in the loop: supervision or delegation?
The place of humans in the use of lethal autonomous weapons (LAWs) depends on a military trade-off: gaining speed and volume of engagement without losing political, legal, and operational control over lethality. In practice, the “loop” is not an ON/OFF button. It is a C2 architecture, rules of engagement (ROE), and human-machine interfaces that determine where humans intervene and with what margin.
Humans in the loop: final decision made by an operator
Here, AI assists, but does not fire.

- The system detects and proposes: track, classification, confidence score, firing options.
- The operator validates: identifies, confirms legitimacy, authorizes arming and firing.

It gains a combat system capable of accelerating the tempo, extending the depth of strike, and saturating the adversary. The military effect comes from the combination of persistent sensors, rapid decision-making, volume of engagement, and C2 integration.
Rapid operational superiority: tempo, attrition, and paralysis
The decisive advantage is the speed at which a force can impose its tactical will.
- Compression of the decision-making loop: detection and engagement in minutes, sometimes seconds, against mobile targets.
- Selective attrition: priority destruction of key elements (ground-to-air defense, artillery, command posts) to open corridors.
- Psychological effect: constant surveillance and permanent threat, which slows down enemy movements.
Thus, the 2020 Karabakh war is a case of doctrinal shift, with victory in 44 days and coordinated use of drones and loitering munitions (TB2, Harop, SkyStriker) targeting armor, artillery, air defenses, and command centers.
The important point is not only the weapon, but the ISR-strike coherence.
Reducing the cost per lethal effect: industrializing attrition
AALs lower the marginal cost of a strike, especially when they replace higher-end guided munitions.
- Loitering munitions: lower cost, ability to wait for the target, engagement at the right moment.
- Armed FPV drones: very low-cost tactical effect, useful against vulnerable targets (sensors, logistics, personnel).
- Rationalization: expensive missiles are reserved for high-value or heavily defended targets.
Militarily, this supports an “industrial” attrition strategy: multiplying low-cost strikes to wear down the enemy faster than they can regenerate.
Extended capability: persistence, endurance, repetition
Autonomous systems offer persistence that is difficult to achieve with piloted aircraft.
- Continuous ISR: unit rotation, long-term surveillance, evidence and pattern collection.
- Human fatigue displaced: the operator gets tired, not the platform. The constraint becomes logistics (batteries, fuel, maintenance).

Massive digital presence: quantity, redundancy, saturation
The force can project a large number of vectors simultaneously.

- Anti-spoofing: detection of false GNSS coordinates, trajectory/map consistency.

Clearly, autonomous weaponry only provides a massive advantage if the army that possesses it has the invisible layer: communications, identification, and electromagnetic protection. Without this, autonomy becomes a strength… then a risk.
The vulnerabilities of armies without this layer
An army “without this layer ” (without AAL and/or without solid anti-drone defense and electronic warfare) suffers from a structural imbalance: it faces an adversary capable of imposing a faster tempo, persistent surveillance, and low-cost attrition. The effects do not come from an isolated drone, but from a combination of ISR–strike–jamming, as seen in recent conflicts, particularly in Ukraine, where the massive use of drones (FPV, loitering munitions, naval drones) is transforming the battlefield.
Heavy losses: attrition becomes industrial
Exposed units become “visible” and repeatable targets.
- Tanks and armored vehicles
- Thermal signature (engine, exhaust) + silhouette detectable by optics/IR.
- Attacks from above (turret roofs, vulnerable compartments) via loitering munitions or FPV.
- Artillery
- Detection by persistent observation: a shot reveals a position, which is then quickly struck.
- Short loop “spotting → coordinates → strike”: survivability drops if the battery does not move quickly.

- Identifiable by radio traffic, vehicle groupings, antennas, logistics.

The “democratization of strikes”
Ukraine illustrates the shift: modified civilian drones, combined with loitering munitions and FPV tactics, produce major tactical effects at low cost. This lowers the barrier to entry: less wealthy actors can obtain credible strike capability, provided they have operators, workshops, and data chains.
Ethical and legal implications
AALs shift a human act (deciding to kill) to a probabilistic algorithmic decision, creating three points of tension.
Legal responsibility in the event of a mistake
- Who is at fault: the operator, the commander, the state, the manufacturer, or the model developer?
- The difficulty stems from the opaque and sometimes inexplicable nature of AI decisions (“black box”), which limits the attribution of causality.
Distinction and proportionality
To comply with the law of armed conflict, a distinction must be made between combatants and civilians, and damage must be limited.
- AI systems are based on classification: however, classification can be wrong, especially in ambiguous situations.

Towards a reconfiguration of global warfare
Lethal autonomous weapons (LAWs) are part of a measurable trend: drone strikes have become a common mode of action, rather than a “special case.” In 2024, ACLED recorded 19,704 drone strikes across all the conflicts it monitors, including more than 15,000 related to the Ukraine-Russia theater. This volume reflects a shift: “ammunition” is no longer rare, it has become consumable and replaceable.
When it comes to international distribution, it is more accurate to talk about proliferation than a fixed number. A market and trend analysis estimates that more than 80 countries now have military drones (surveillance and/or armed). Other open sources indicate that more than three dozen states possess armed drones. At the same time, international sales of UCAVs have already reached dozens of nations (for example, 40 recipients identified since 2018 in one dataset).
The military consequence is direct: armies are reorganizing their forces around a triptych of persistent sensors, accelerated decision-making, and volume strikes. This is driving new doctrinal choices:
- Densifying defense (local anti-drone bubble + electronic warfare) rather than relying solely on high-end systems.
- Decentralizing command to survive continuous surveillance and decapitation strikes.
- Industrializing software: frequent updates, adaptation to jamming, short iteration (military “DevOps” logic).
The technological race is well underway, while regulation remains incomplete. Within the United Nations, discussions on AALs under the Convention on Certain Conventional Weapons are progressing, but without a binding global instrument at this stage, with political pressure to move forward by 2026.
Likely disruptions in the short term
The next disruption will come less from a “miracle drone” than from the convergence of three layers.
- The fusion of AI, robotics, and cybersecurity
- Embedded AI for navigation and targeting under jamming.
- “Attritable” robotics: inexpensive platforms that can withstand loss.
- Cyber: attacks on links, updates, sensors, and defense through software hardening.
- Multidomain combat
AALs are integrated into land-air-sea-cyber-space maneuvers: aerial drones + naval drones + land drones, coordinated by distributed C2 and ISR fusion.
